檳州房屋、城市及鄉村規劃委員會主席黃漢偉強調，這是因為大部份受影響的青屋區居民，已同意州政府提出的搬遷方案。

他說，屬於州政府的22層安邦惹惹花園組屋的建築工程接近完工，目前縣署只是等待威省市政局發出入伙准證後，就會發出獻議書給青屋區居民及安排他們遷入安邦惹惹組屋。

黃漢偉週五（8月14日）下午與行政議員林峰成、首長特別助理陳楷棕一起到安邦惹惹花園視察有關組屋的施工進度時，這麼說。

青屋區居民獲19攤格經營權他說，上述組屋建有304個單位，其中200個單位作為青屋區居民賠償單位，剩餘的104個單位交由州房屋部安排。

他說，安邦惹惹組屋的設備齊全，內部除了有民眾會堂，也設有小販中心，屆時中心內19個小販攤格的經營權優先留給青屋區居民。

他說，基於目前許多青屋區居民都在經營雜貨店生意，所以屆時有關小販遷至上述組屋後，仍然可以繼續經營雜貨店生意。

安邦惹惹組屋都是三房一廳的單位，面積為650平方尺。

依照3月30日賠償方案他強調，州政府仍然會依照今年3月30日列出的賠償方案。

根據瞭解，州政府將會在獲得入伙准證後，以“先到先選”的方式分配住屋給青屋區人民，以鼓勵有意先接納賠償的人民有優先權選本身的住屋。

《大北馬》8月12日的報導，提出若北海麥曼珍青屋居民的搬遷事宜若處理不當，可能會演變成為第二個豆蔻村事件。

2區僅5分鐘車程

林峰成強調，安邦惹惹花園組屋與北海麥曼珍青屋區的距離只有5分鐘車程，所以居民投訴路途遙遠之說，根本不能成立！

他說，雖然今年3月30日州政府與青屋區居民協商賠償方案時不歡而散，不過卻有許多青屋區居民，在事後曾聯絡他，要求州政府儘快將他們搬遷至安邦惹惹花園組屋因為青屋區的居住環境很差，而且基本設施也欠佳。

他說，目前經有很多受影響的居民皆主動聯絡州政府，以接受州政府的賠償方案。

从美国引爆进而迅速扩散波及全球的金融海啸，威力看似强大无比，更被称为 “远比97年风暴更严重” 的金融危机。然而在经济不景、人心惶惶的低迷时期，首当其冲的理应是槟州旅游业与房地产业，却有惊无险地避过了这场“金融浩劫”。

尤其房地产领域方面，州内价值20万左右的中价屋近几个月来不断在抢购中，使近期发展商陆续推广的房产项目都卖个满堂红。在这一片低迷中呈现出的“反应良好”形势，究竟是全球金融海啸的影响在近期有减缓的现象所致，抑或是本地市场仍存有很大的发展潜能？

《光华日报》特此约访了发展商、州政府、估价师及律师，以便从不同的角度及立场，为读者深入浅出地分析及探讨本地产业（尤其中价屋）平稳发展的前瞻性，以及购屋者所不容忽略的权益。

投资首选

本地房屋业从今年5月初开始“恢复状态”，购屋者的信心回来了！

最近几家大型上市公司包括怡保工程、SP SETIA、依恩奥产业及马星集团等，在槟城推展的房屋项目，都卖个满堂红。而佳景集团最近推出的项目也取得非常亮丽的成绩。

何强赞认为，在经济未完全恢复的时候能够获得如此卓越的表现，足以证明了很多购屋者经已对房地产恢复了信心。对他而言，这不是个指标，而是种趋势！

他相信，倘若在这半年内我国没有再传出政治或经济方面的负面消息的话，我们的经济低潮已见底了。也就是说，最艰难及低迷的时刻经已过去了。

何强赞：消费者恢复信心　房屋业业绩回勇
何强赞认为，投资的最佳时期就是趁经济最低点的时候，但必须是个人能力所及的范围。

“在低点时候投资的好处，在于当市场的趋势又回到高峰期时，所得到的回报率是以倍数计算的。”

他说，主要的原因之一是银行提供了优惠的融资配套给购屋者。

但何强赞始终认为，“投资”必须要选在对的地点及长久以来有良好商誉发展商的工程，那将会是有双重保障的效果。

先稳定政经　巩固人民信心

若要各大领域包括屋业房产稳健发展，我国的政治局势首先必须要稳定！

佳景集团董事经理何强赞向本报记者说道，屋业发展绝对与政治稳定息息相关，市场的信心来自于种种因素，而政治稳定、银行融资贷款及外资信心则最为关键。他希望国家领袖们能够理解“政治与经济密不可分”的关系与道理。他以泰国为例，许多外资都因为当地的政治不稳定，而决定撤资或转移投资市场。

自去年308政治海啸后，人民都对国家的政治大环境感到担忧。“大约6个月后即爆发了20年来全球通货膨胀率飙升至最高点，国际原油价格从每桶50美元飙升至150美元!

所有建筑同行，过去从未试过面对在短短6个月内所有建筑原料包括钢铁、铜、石灰、塑料等等，价格全飙涨一倍的棘手时刻。他声称，由于受通膨冲击的层面非常广，尤其打工族，在没有加薪之余，每日的日常生活开销依然受到百货喊涨的影响，每个人都不可免除地被卷入整个大环境形成的趋势，此时，大家的信心都受动摇。

然而，他认为，真正打垮全球人民信心的，是美国拥有150年历史的投资银行雷曼兄弟倒闭，以及世界保险业钜子AIG同时面对清盘危机。

在这种情况下，一个国家的金融体系就显得非常重要，他说，不论什么商业活动，都一定要依赖银行的融资，连市井小民购买一间房子都得寻求银行的融资。然而，过去几乎全球的银行都冻结了所有的融资。

黄汉伟：居者有其屋　槟08年1.3万户入伙
在2020年槟州大蓝图中，槟州的新屋数据要达至18万5000间，意指平均一年必须建有1万2300间新屋。根据槟岛市政局与威省市政局的记录，去年总共批准了1万3016张入伙准证。

在槟岛，屋业是重要的行业。据大马统计局现有的资料显示，所雇用的员工中，建筑业和地产业就各占了5.8％及5.0％，制造业则占37.3％，这显示槟岛屋业的蓬勃发展。

槟州城市、乡村规划及房屋委员会主席黄汉伟受询时披露，据国家产业资讯中心所发布的报告，截至2009年第1季，槟州的房屋总数是33万188间，相对与槟州人口157万人（若以每个家庭拥有5名成员计算），人数与屋子的比例数据是处于健康状态。

“目前，槟州拥有4万6253个正在兴建当中或图测已获批准的房屋单位。槟州房地产业已取得健康稳定发展，大致上都能满足人们的居住需求。”

为了了解发展商所面对的问题，州政府不时会与州内的两个主要发展商公会，即马来西亚房地产发展商会槟城分会，以及国际不动产联盟槟城分会进行对话。

"我已指示负责批注房屋图测的部门，以及州发展规划理事会，减低官僚主义、提高效率和加速图测申请的批准程序，以减轻发展商的储备成本。"

此外，他表示，槟州上诉局于今年4月进行重组后，目前尚有80个个案待审中。当局将加速处理有关房屋业的上诉案件。

威北威中360单位　料将面对滞销困境

威北和威中于去年第4季所推出的360个单位，预料将在18个月后面临滞销困境。

对于国家产业中心的这项数据，黄汉伟认为，房屋的交通、位置两大因素是关键因素，乃购屋者首要考量。适合的地点，加上合适的屋价，才能够吸引购屋者的青睐。

他说，还有个值得关注的现象，即根据2008年下半年，发展商所呈上的图测，其中80.6％是有地屋，仅19.4％是高楼。

槟州的房屋价格在2008年第四季的平均价格是19万4000令吉，在全国排名第3高！

黄汉伟指出，国家产业资讯中心的数据显示，全国屋价的平均价格是17万8000令吉，吉隆坡的屋价是全国之冠，毗邻的雪兰莪州则排第二位。

他表示，由于所有的房屋价格不一，为此，价格也未必代表面积的大小。

GEORGE TOWN (Aug 3, 2009): State executive councillor Wong Hon Wai has sent a legal notice of demand to MCA vice-president Datuk Seri Liow Tiong Lai to stop him from making malicious remarks on the demolition of an illegal structure on a playground in Butterworth.

Wong, who is also the housing, town and country planning and arts committee chairman, said he has instructed his lawyers to issue the letter to Liow to remind him not to continue making inflamatory and false remarks regarding the issue.

"I am sending this legal notice in my capacity as the chairman of the Non-Muslim Houses of Worship Committee to say that the words he uttered in an article which appeared in an English national newspaper on June 27 are false, highly malicious and calculated to incite racial disharmony," he told reporters in his office today.

In the article, Liow blamed the current state government for allegedly demolishing a Taoist temple in Butterworth and demanded that the state government apologised to the public.

Wong said the legal notice would serve as a reminder to Liow, who is also Penang MCA liaison head, and other MCA leaders not to use the demolition of the illegal structure as an issue for the upcoming Permatang Pasir by-election.

"The legal notice states that I reserve the right to take legal action against Liow and any MCA leaders who insists on spreading more lies and malicious talk about the issue," he said.

The issue in question was over the demolition of an illegal structure built by a Tua Pek Kong Temple committee on a children's playground on state government land in Tanjung Indah, Sungai Puyu.

The original Tua Pek Kong temple was located a mere 20m from the playground and was squatting on private property since 2004 after the temple was given compensation to relocate to another private land earmarked for development.

Facing eviction from the current land-owner, the temple had initially started to build a structure on the playground without obtaining approvals or permit from the local council.

The council had then torn down the partially-built structure following complaints by residents but did not tear down the original temple as it was on private land.

Liow and other MCA leaders, including MCA Youth chief Datuk Dr Wee Ka Siong, have been giving media statements that the current state government had allowed a temple in Butterworth to be torn down.

Sungai Puyu assemblyman Phee Boon Poh said the temple was not torn down as falsely claimed by Liow and Wee while showing a picture of the temple.

"What was torn down was an illegal structure and the temple is still there. As it is in my constituency, I am willing to resign if Liow or Wee can prove that the temple has been torn down," he said.

Phee challenged Wee and MCA leaders to go down to the ground to the temple with him to see for themselves that the temple was not torn down.

"If they don't respond to this challenge within a week's time, I will then label them as liars from then onwards," he said.





每區平均每人0.1平方公尺‧檳威須保留非回教場地

（檳城）檳州行政議會在上週的會議中決定，檳威兩地的市政局必須執行檳州結構大藍圖中，每個地區平均為每人保留0.1平方公尺的非回教宗教場地。

檳州城市及鄉村規劃及房屋委員會主席黃漢偉說，每人保留0.1平方公尺的非回教宗教場地的指南已經在檳島市政局實行了，但是威省市政局卻未落實，而這項指南在2003年已經定下了。

2市局設非回教場地資料庫

“由於不能持有一州兩制的情況出現，因此州政府在上週的行政議會上通過，威省市政局必須根據檳島市政局，執行這項指南。”

他是於週一（8月3日）（3日），召開新聞發佈會時這麼宣佈。行政議員彭文寶亦陪同出席。

他說，除了每個地區平均為每人保留0.1平方公尺的非回教宗教場地外，行政議會也決定，指示檳威市政局，創立一個非回教宗教場地的資料庫。

他說，有關資料庫必須是市政局一站式小組中心所通過的非回教宗教場地，而有關資料必須在每3個月，呈交給檳州非回教徒膜拜場所委員會。

“此外，任何發展商如果欲豁免保留非回教宗教場地，必須向檳州非回教徒膜拜場所委員會提出申請，並由委員會作出最後的決定。”

彭文寶說，目前威省市政局所採取的指南，是每2600名信徒，才能建造宗教場所的舊指南，導致威省沒有明顯的非回教宗教場所地段劃分。

缺席衛生部流感會議

另外，基於較早前已經承諾處理小販課題，檳州衛生及福利委員會主席彭文寶未克出席由中央衛生部，於今日（週二，8月4日）所召開的H1N1型流感會議，並由檳州衛生事務主任鄭麗珠代表。

這說，他已經致函給衛生部長拿督斯里廖中萊，並向他致歉。這項會議是重要與各州政府召開，一項有關流感的重要會議。

他說，目前檳州的情況仍受到控制，早前入院並在加護病房留醫的3名學生，也對治療中所使用的藥物呈良性反應。

黃漢偉：以拆廟網球王作課題
“廖中萊魏家祥勿炒作”

也是檳州非回教徒膜拜場所委員會主席的黃漢偉吁請檳馬華主席拿督斯里廖中萊及馬青總團長拿督魏家祥，勿仿效德國納粹的宣傳部長戈培爾的名言“謊言講100次就會變成真理”，一再以拆廟及網球王事件作為撈取政治資本的課題。

他說，網球王事件的報告，早在4月20至27日的州議會由檳州公共賬目委員會呈上，並在會議上進行辯論。因此，魏家祥不必以這個課題來“炒冷飯”。

針對廖中萊拆廟論發律師信

他說，公共賬目委員會中，有4個國陣代表，而且當時報章也廣泛報導，因此他質疑鮮少到檳州的魏家祥，到底是不知情，還是檳州馬青成員沒有提供正確的資料？

他希望魏家祥及馬華，不要再以拆廟事件，作為炒作課題的謊言。

另外，他說，他已經針對廖中萊的“檳民聯州政府拆廟”的言論，發出日期為7月10日的律師信，提醒對方勿再把北海金山伯公廟當成課題，否則民聯將保留追究的權利。

他說，事實上被拆掉的建筑物並不是金山伯公廟，只是一個非法建在兒童遊樂場的非法構造，因此廖中萊於6月27日所發出的言論並“不正確、無基礎、具高度惡意及引起種族緊張”。

Lima jenis pokok yang boleh melambangkan Pulau Pinang

Kerajaan Negeri Pulau Pinang telah memilih lima (5) pokok sebagai pokok yang boleh melambangkan Pulau Pinang. Pokok-pokok tersebut akan ditanam di lokasi-lokasi yang strategik.

Nama pokok, ciri dan alasan memilih adalah seperti berikut :
1. Pokok Pinang ( Areca Catechu ) 槟 榔 树
Pokok Pinang merupakan lambang Pulau Pinang selama ini dan ditunjukkan dalam bendera negeri dan “state crest”.

2. Pokok Cassia Fistula (Golden Shower / Indian Laburnum) 阿 勃 勒
Pokok kasia ini amat sesuai ditanam di taman-taman yang yang luas atau disisi jalan raya secara berbaris-baris untuk mempamerkan keindahan bunganya. Kesan warna yang terang dan menarik terutama bila waktu berkembang dimana gugusan bunga yang tunduk jatuh memberi kesan “drooping effect”. Ia juga menberi impak yang menarik apabila bunganya luruh. Pokok ini juga merupakan pokok rasmi Majlis Perbandaran Seberang Perai (MPSP).



3. Pokok Bunga Tanjung ( Mimusops Elengi ) 丹 绒 花Pokok
Tanjung melambangkan Tanjung, nama tempatan untuk bandaraya George Town. Kebanyakan orang tempatan masih merujuk kepada George Town sebagai Tanjung.


4. Pokok Tekoma ( Tabebuia Pentaphylla ) 木 风 铃
Bersaiz sederhana berbunga dengan lebat serta mempunyai pelbagai warna seperti putih, merah jambu dan kebiruan. Pokok ini digelar Cherry Blossom of Penang oleh YAB Ketua Menteri semasa pelancaran Hari Perhutanan Sedunia ke 38 di Pantai Bayan Mutiara pada 23 Jun 2009


5. Pokok Penaga Laut (Calophyllum inophyllum) 红 厚 壳 (别 名 胡 桐)
Pokok ini banyak dijumpai di tempat pendaratan Francis Light dan tempat ini dikenali sebagai Tanjung Penaga. Pokok ini sesuai untuk pinggiran pantai, hiasan, teduhan dan pagaran.

鑑定5種州樹‧檳將植10萬棵樹美化

（檳城）阿依淡區州議員兼城市及鄉村規劃與房屋委員會主席黃漢偉表示，州政府已於上週行政議會上通過，鑑定5種具有象徵性的樹為檳州州樹，即檳榔樹、阿勃勒（Cassia Fistula）、丹絨花樹、木鳳玲（俗稱大馬櫻花）及紅厚殼（別名胡桐）。

他今日（週六，7月25日）在州回教堂路後的和平組屋（Pangsapuri Harmoni）種植大馬櫻花時指出，今年州政府計劃在檳州各地區種植7萬5000棵樹，比去年的目標增加2萬5000棵。

截至6月尾為止，當局已種植了3萬4000棵，距離目標已不遠。

“這是一項有意義的活動，除了可以健身，更可促使社交的友好關係。”

他表示，州回教堂路一帶乃屬檳州最多公務員聚集的地區，因此有關活動屬公務員在公事以外促進關係的黃金機會。

他說，檳首長林冠英早前宣佈檳州回教法庭首席法官尤索夫穆莎為檳州首位“廉潔獎”得主，並呼吁所有公務員以其為例，在公務員間培養“透明、問責、能力”之理念，共同發展檳州。

瞭解5州樹

檳榔樹：最具代表性

檳榔樹原產於馬來西亞，分佈區域涵蓋泰國、印度等熱帶地區、東非及大洋洲。

與椰子同屬棕櫚科常綠喬木，檳榔樹主幹可長至20公尺，樹的高度約12-15公尺，無分支，莖直徑約15公分。乃屬檳州州旗上的的植物，因此是最具代表性的州樹，可在檳城太子道一帶尋獲。

阿勃勒：香港稱豬腸豆

分佈在緬甸、斯里蘭卡、印度以及中國南部等地，生長於海拔1000米的地區。又名金急雨、金鏈花、黃金雨、牛角樹等，香港多稱豬腸豆。開花時亮麗吸引的色澤，最適合栽種於路的兩旁，也是威省市政局的官方樹。

阿勃勒是一種中型樹，樹身可長至10至20米高，而且生長迅速，是一種落葉樹，在檳城廣東民路一帶可見。

丹絨花樹：屬常青樹

如其名象徵著丹絨，是一種常青樹，擁有50英尺的高度。其樹皮呈深灰色，且額有厚度及重量。葉子亮而光滑，呈橢圓形。花有兩種色澤，即黃及白色。此樹也可在廣東民路一帶尋獲。

木鳳玲：被喻大馬櫻花

俗稱“Tecoma”，共有紫、白、粉紅與黃色4種，其中黃色品種比較罕見，其學名也分為Tabebuia Rosea（粉紅色）、Tabebuia Riparia（白色）、Tabebuia Pallida（白紅色）以及Tabebuia Argentea（黃色），分別源自美國熱帶地區、南美洲以及東南亞國家。檳州首席部長林冠英於今年6月23日推行第38屆“世界森林日”時，將之稱為大馬櫻花，常見於紅毛路及西南區峇央峇魯。

紅厚殼：常充景觀樹

又名胡桐，是一種中型樹，樹身可長至10至20米高，而且生長迅速。樹大杆粗，一般可作景觀樹或行道樹之用，廣泛在熱帶及亞熱帶地區種植。花期在5月，初夏滿樹金黃色花，花隨風搖曳、花瓣隨風而如雨落，所以又名“黃金雨”。阿勃勒是泰國的國花，黃色的花瓣象徵泰國皇室，當地人將之稱為“Dok Khuen”。

紅厚殼多被種植在威省本那牙。

A new life for project

AFTER more than a decade, the abandoned Taman Cemerlang housing project will be revived in the next three months.

Chief Minister Lim Guan Eng said they had sought Belleview Group to revive and complete the project after discovering that the initial developer had closed shop.

He said the state could not afford to revive all abandoned projects and had to leave some of the task to private developers.

“However, we can assist by providing certain incentives so that we have a ‘triple win’ for the developer, state and purchasers,” he said.

Taman Cemerlang was abandoned in 1998 after its land owner and developer, Cekal Berjasa Sdn Bhd and Penangan Maju Sdn Bhd defaulted on its construction loan and abandoned the project. The company wound up in 1999.

The project left some 1,200 purchasers in a lurch.

Lim said the buyers had already paid between 10% and 20% of the purchase price after they signed the sales and purchase agreement in 1997.

“They have suffered much hardship through the years in terms of servicing their interest loans and rental payments.”

Lim said the project, located in the heart of Bandar Baru Air Itam, had become an eyesore, creating a negative impression of the state.

State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai said there are 21 abandoned projects in the state and 14 have been classified as “problematic” ones.

“Among the problems associated with abandoned projects are caveats, claims from buyers and contractors, bank borrowings and other liabilities.

“Our role is to be a mediator and look for a developer to facilitate the revival of the projects,” he said.

Belleview Group managing director Datuk Sonny Ho said the project would be re-launched in October.

“The previous plan was to build 1,369 apartment units. The units we are going to build will be between 1,000 and 1,300 sq ft.

“We will reveal our new concept and design details later but we hope to complete the en- tire project in five years,” he said, adding that the project’s gross domestic value was RM400mil.

“This project will be handled by our subsidiary, Lembaman Development Sdn bhd.

“We have already made full payment of the outstanding loan to the previous chargee bank, relocated existing squatters amicably and contributed RM100,000 and a piece of land for the relocation of an Indian temple there,” he said.

Ho said the next step was to compensate the purchasers through a mutually agreed settlement scheme.

“白武士”拯救行動明朗化‧珍美園變身現代綜合區

（檳城）擱置超過10年，且自2008年308全國大選舉行前，便已有“白武士”願意拯救的天德園路珍美園公寓計劃，拯救行動終於明朗化。在不久的未來，原被擱置的計劃將變身為現代化的商業與住宅綜合區，發展計劃值額（GDV）多達4億令吉。

建築圖測經獲批

值得一提的是，這項新的發展計劃，其發展與建築圖測經獲批准。

拯救珍美園發展計劃的“白武士”為佳景集團，通過其子公司―Lembaman發展有限公司來展開重建計劃，同時也和購屋者臨時委員會達成賠償的解決方案。

有關賠償方案分別是賠償50%已繳交的購屋款額給原有的購屋者，以及若原有購屋者有意購置在被擱置計劃處的新發展計劃，發展商將會給予5000令吉的回扣。

計劃涉及逾1200購屋者

珍美園發展計劃涉及約1200名購屋者，他們都已繳付10至20%的屋價，並多次向州政府求助，以獲得他們應得的賠償。

檳州首席部長林冠英、拯救珍美園房屋計劃的佳景集團董事經理何強贊以及團隊、珍美園購屋者臨時委員會成員週二（7月21日）召開新聞發佈會，宣佈擱置了12年的珍美園計劃正式“重生”。

黃興民：獲購屋者臨委會支持
擱置風波告一段落

人在現場的黃興民說，碰巧週二（21日）是他52歲生日，他說：“今日能達到此成果，對我來說，是最大的生日禮物。”

他說，擱置問題的風波，終在購屋者臨時委員會成員的支持以及信任下，終可告一段落了。

他希望仍未向臨時委員會登記的購屋者，即日起可聯絡佳景集團辦事處（04-2821999），以便能協調有關的工作。

何強贊：3個月後辦推展禮

此外，何強贊也在會上匯報新發展計劃的一些發展概念，不過，他強調，一切詳情會在3個月後的推展禮上，正式宣佈。

他相信，屆時將帶給州政府以及阿依淡新市鎮一定的驚喜。

林冠英：成功挽救阿依布爹
州政府對佳景集團有信心

林冠英說，自從珍美園房屋計劃於1998年被擱置以來，該發展地段已經形同廢墟，對正在發展中的發林新市鎮而言，是一個礙眼的缺陷，也對檳州的城市發展構成負面的影響。

因此，他說，州政府邀請佳景集團，成為復興珍美園計劃的“白武士”，以恢復及拯救這項房屋發展計劃。

他透露，新的發展圖測已在2008年12月19日獲得檳島市政局的批准，而建筑圖測也在2009年2月20日獲得批准。

“佳景集團曾成功挽救浮羅山背的阿依布爹新市鎮計劃，因此，我們對佳景這次的復甦計劃深具信心。”

黃漢偉：須關注排水系統

另一方面，非常關注本身選區情況的黃漢偉則預先向佳景集團提出特別要求，即希望這間公司在珍美園地段展開新的發展工程時，能多加留意當地的排水系統，以免處於低漥及水災黑區的天德園遭受水患之苦。

他也透露，州內共有21個房屋擱置計劃，其中14個是很棘手的擱置計劃。

原被擱置的計劃將變身為現代化的商業與住宅綜合區，發展計劃值額（GDV）多達4億令吉。

發展計劃面積達20公頃；

將興建大約800個居住單位，面積從1000至1300平方呎之間；

3個月後舉行推展禮；

已有8間銀行答應遷入商業中心運作；

面積達4萬平方呎的百貨公司將成為租戶之一；

新發展計劃分兩階段進行，第一階段預計2年半完工，完整發展計劃則可在5年內竣工。

佳景集團復工計劃3步驟2協議

通過國貿銀行，還清早前發展商拖欠馬建屋（MBSB）的銀行貸款，總額達4000萬令吉。

在溫和協商的情況下，解決所有搬遷當地非法木屋區居民的事項。

捐出一片土地以及10萬令吉給興都廟（Persatuan Penganut Dewa Arulmigu Parakkallu Sri Muniswarar），作為興建新廟用途。

此外，在購屋者臨時委員會的配合下，州政府也與“白武士”針對數項事件達成協議，分別是：

賠償50%已繳交的購屋款額給原有的購屋者。

若原有購屋者有意購置在被擱置計劃處的新發展計劃，發展商將會給予5000令吉的回扣。

新聞背景

壟尾珍美園屋業發展背景

1997年獲得批准，1998年動工的珍美園位於天德園大道旁，地主是Cekal Berjasa有限公司。

珍美園發展計劃原本準備興建6座建築物，包括947單位中價公寓，392單位中廉價組屋，以及店舖，售價介於8萬6888至12萬8888令吉。工程訂於2001年竣工。

珍美園發展計劃涉及約1200名購屋者，他們都已經繳付10至20%的屋價，並多次向州政府求助，以獲得他們應得的賠償。

發展計劃進行前，發展商也答應賠償33家原本住在此處的住戶，並提供平均500令吉的津貼作為承擔住戶的月租。當發展計劃竣工後，住戶可遷入發展商賠償的單位。

由於Penangan Maju控股在珍美園動工兩年後清盤，導致計劃擱置至今。

2007年3月7日，馬建屋的代表律師致函要求購屋者在60天內撤銷土地凍結令。儘管函件中沒註明撤銷的用意，但購屋者臨時委員會探悉馬來西亞建築公會公司已同意把地皮交給另一家發展商。

檳火箭拉隊反貪會請願

（檳城）雪州行政議員歐陽捍華政治秘書趙明福在雪州反貪會總部離奇墜樓身亡的事件發生後，全國各地掀起一片聲討之聲。檳州行動黨今日（週五，7月17日）率員在檳州反貪會大廈前和平請願，要求反貪會交代死因。

約50名行動黨領袖和支持者，身穿黑衣集合在檳州反貪會大廈旁，過後手持大字報步行到大門前，並在檳州反貪會大廈旁請願及發表演講約10分鐘。

檳州反貪會大廈的鐵門平時都是開著，當天卻突然鎖上。警方也出動了多名警員在現場嚴陣戒備，1輛載滿鎮爆隊的卡車駐守在附近，以便發生衝突時能馬上採取行動。

在場的行動黨領袖有檳州行政議員曹觀友、彭文寶、黃漢偉、國會議員劉鎮東、州議員郭庭源、楊順興及陳宗興等。

他們高舉“阿末賽益須辭職”、“聲討反貪會，要求公道”、“反貪會必須負責”、“把兇手緝拿歸案”、“反貪會殺人兇手”等字眼的大字報。

多位領袖接著使用擴音器發表演講，要求反貪會交代趙明福的死因。

和平請願進行約10分鐘，過後在警員的勸告下，結束了這場請願活動，期間並沒有發生不愉快的事情。

當駐守的警員離開後，檳州反貪會大廈的鐵門重新打開，還沒離去的行動黨領袖於是進入要求會見檳州反貪會主任，經過一番談判後，行動黨多名領袖，分別有黃漢偉、郭庭源、陳宗興、楊順興，獲得進入檳州反貪會大廈，其他人則在門外等候。

曹觀友促納吉親自交代

曹觀友、劉鎮東、黃漢偉也輪流使用擴音器發表演講。

曹觀友促請首相納吉親自關注趙明福墜樓身亡的事件，並給民眾1個交代。

黃漢偉說，我們對於這事件感到憤怒和傷心，反貪會應該給所有人1個公道的解釋。他也批評反貪會選擇性執法，沒有調查雪州前大臣基爾，卻去調查民聯行政議員。

劉鎮東說，趙明福的事件提醒了我們，國陣完全沒有改變

Taman Pekatra - Abadoned Housing Project for 13 years obtained OC

THERE are 21 abandoned housing projects in Penang with 14 “totally problematic”, said state Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai.
He said five projects were being revived while two others had been completed and were awaiting their occupancy certificate (OC).

“We are trying our best to solve the problems but the licensing and control powers lie with the Local Government and Housing Ministry.

“At the state level, we can only use indirect means such as local autho-rity controls,” he said before presenting resident association chairman Nik Ahmad Saide Nik Him with the OCs of a former abandoned project in Komtar on Monday.

Nik Ahmad Saide received 54 OCs on behalf of the purchasers of Taman Pekatra Indah in Sungai Bakap.

He thanked the various authorities for their assistance and appealed to the state to convert the land title from leasehold to freehold.

“The project was abandoned for 13 years and our lease is for 99 years. We only have 86 years left on the lease unless it is converted to freehold.

“The purchasers are also hoping that they can be exempted from pa-ying the assessment and quit rent charges as they have yet to move in,” he said.

The mixed development project, valued at RM50mil and com- prising 442 double-storey and bungalow units, is currently being deve-loped by Simcity — ETE Venture Sdn Bhd.

The company’s director Kor Yeak Tong said the project was divided into five phases.

“The 54 completed units are under phase one. We expect to get the OC for phase two by December.

“The rest of the phases are in va-rious stages of completion and we are aiming to get the OCs for all the units by 2012,” he said, adding that the main problem faced by the developer now was getting in touch with the purchasers.

“It’s been such a long time and many other developers have come and gone. So, we really need to get in touch with the purchasers to ensure that the project is completed on time.

“About 40% of the purchasers have yet to contact us,” he said.

“The bank will not release the funds and we will have difficulties completing the project as scheduled unless they do so,” he said, before urging the state to help speed up the OC process.

The other four projects which are been revived are Taman Suria (south Seberang Prai), Taman Teluk Air Tawar (north Seberang Prai), Taman Fettes Villa and Taman Cemerlang, both on Penang island.

續展開興建工程‧新城亟尋442購屋者

（檳城）已擱置13年的威南Pekatra Indah花園房屋發展計劃獲得“白武士”完成其中54間雙層排屋後，拯救這個屋業計劃的新城有限公司欲尋找其餘442間房屋的購買者，才能繼續展開興建工程。

倘若新城有限公司無法召集所有的購買者，新城（Sim City）有限公司將無法如期動工。目前，只有大約60%購屋者聯絡新城有限公司，另外40%購屋者仍下落不明。至於第一期已完成的房屋計劃購買者當中，仍有10%未聯絡新城有限公司。

發展計劃總值5000萬

剩餘的442間房屋當中，275間是雙層，147間為單層。根據目前的市場價值估計，這項發展計劃總值約5000萬令吉，第一期的動工日期是1996年。

Peketra Indah花園擁有人傳統甘榜發展合作社（Pekatra）主席尤索夫，週一（6月29日）從掌管檳州房屋委員會的黃漢偉行政議員手中接過入伙准證。在新城有限公司完成了第一期54間雙層排屋的4個月半之後，上述54個單位的購屋者終於如願以償，住進苦等了13年的新居。

購屋者臨時委員會主席聶阿末希望州政府、地方政府、威南縣署等能夠考量居民過去13年面對的損失，扣除部份土地稅、門牌稅等，以減輕居民的負擔。

居民盼獲永久地契

“由於發展計劃已拖延了13年，使得99年地契只剩下86年。居民希望能夠把土地擁有權轉換成永久地契。”

尤索夫指出，傳統甘榜發展合作社原本與Multi-Tracks聯營推出Pekatra Indah花園房屋發展計劃，Multi-Tracks後來無法承擔一筆債務，致使Pekatra Indah花園房屋發展計劃遭擱置。

他說，在新城有限公司接手之前，曾有兩三家發展公司有意接管。直到新城有限公司介入後，終於成功重建第一期為數54間的雙層排屋。

第二期排屋料年尾獲入伙證

另一方面，新城有限公司正在重建的第二期共74座雙層排屋，預料可於今年尾獲得入伙准證。但新城有限公司董事辜義中表示獲得入伙准證的日子仍需視申請基本設施程序而定。

新城有限公司董事經理駱彥忠、雙溪峇甲區州議員馬達的助理蘇克里等人也出席週一的移交入伙准證儀式。

黃漢偉：讓白武士速完成擱置計劃
圖測申請手續將簡化

黃漢偉指出，州政府通過與購屋者和發展商對話、簡化圖測申請及豁免部份手續費，鼓勵白武士儘速完成擱置的發展計劃，讓購買者順利入住新居。

他透露目前正在復建的被擱置發展計劃計劃蘇麗雅花園、直落斗哇花園、花地園公寓、珍美園、MALWIRA花園和維多利花園，另外還有14個房屋計劃正等待白武士伸出援手。

他表示州政府將繼續協助解決擱置發展計劃，同時繼續研究屋業發展的問題，至於有問題的發展商將被州政府列入黑名單。

Tiga beradik warga emas perlu dibantu

AIR ITAM – Pertalian darah antara tiga beradik warga emas di Kampung Masjid Jalan Zoo ternyata kukuh walaupun masing-masing semakin menginjak ke usia emas.

Kakak sulung, Hasnah Abu Bakar, 70, berkata, selaku kakak paling tua beliau tetap bersama dua adiknya yang mengalami masalah kesihatan dengan dijaga seorang lagi adik yang masih sihat.

Menurutnya, mereka telah bersama sejak usia muda, namun setelah ketiga-ketiganya tidak sihat hanya seorang adik perempuan menjaga mereka.

“Salah seorang adik perempuan saya, Rokiah Abu Bakar yang berusia 64 tahun mengalami masalah tekanan mental dan tidak boleh dibiarkan kerana dia boleh sakit secara tiba-tiba.

“Manakala seorang lagi adik lelaki, Abdul Rahman Abu Bakar, 66, pula mengalami masalah lumpuh dan sakit belakang,” katanya ketika ditemui Sinar Harian di rumahnya.

Hasnah juga adalah seorang aktivis sosial yang aktif sejak muda hingga berusia 69 tahun.

Bagaimanapun, disebabkan masalah kesihatan beliau terpaksa menghentikan segala aktivitinya bersama masyarakat.

Hasnah tidak mempunyai pencen dan hanya bergantung kepada wang daripada Jabatan Kebajikan Masyarakat (JKM) sahaja.

Hasnah berkata, sehingga kini, adik lelakinya, Abdul Rahman masih tidak menerima sebarang bantuan daripada mana-mana badan kebajikan untuk menyara kehidupannya.

Abdul Rahman yang tidak berkahwin hanya mengharapkan bantuan daripadanya dan juga salah seorang adik yang masih sihat, Khatijah Abu Bakar.

“Saya berharap ada pihak kebajikan sudi membantu adik lelaki saya ini kerana dia tidak mempunyai sesiapa.

“Khatijah juga banyak membantu kami dalam menguruskan pakaian dan makanan kami seharian,” katanya.

Sementara itu, Ahli Dewan Undangan Negeri (ADUN) Air Itam, Wong Hon Wai yang prihatin dengan nasib tiga warga emas tersebut, mengunjungi mereka untuk menghulurkan bantuan wang tunai.

“Bantuan yang diberikan ini adalah di bawah peruntukan DUN dan kami prihatin dengan nasib warga emas yang memerlukan di kawasan Air Itam,” katanya.

AIR ITAM – Masalah banjir kilat yang membelenggu kira-kira 15 penduduk berhampiran Sungai Air Itam akan diselesaikan Ahli Dewan Undangan Negeri (ADUN) Air Itam dan Jabatan Pengairan dan Saliran (JPS).

ADUN Air Itam, Wong Hon Wai berkata, beliau dan JPS sedang mencari beberapa langkah mengatasi masalah banjir yang dihadapi penduduk selama beberapa tahun.

Menurutnya, beliau menerima aduan daripada penduduk mengenai kejadian banjir kilat sedalam 0.61 meter pada 8 Julai bermula jam 8.30 malam hingga 11.30 malam.

“Terdapat dua faktor terjadinya kejadian banjir pada malam tadi iaitu bacaan air hujan yang melebihi iaitu sebanyak 97.5 mililiter dan berlakunya air laut pasang yang bermula pada jam 10 malam.

“Namun, saya difahamkan banjir pada kali ini kurang teruk berbanding pada tahun lalu berikutan beberapa langkah pencegahan telah diambil JPS,” katanya.

Beliau berkata demikian selepas mengadakan tinjauan kawasan banjir di Jalan Zoo bersama Penolong Jurutera Daerah Timur Laut, Mohd Fadzli Nor, ahli Jawatankuasa Keselamatan dan Kebajikan Kampung (JKKK) Air Itam, dan penduduk Jalan Zoo Air Itam.

Terdapat 30 rumah penduduk di Jalan Zoo dan hanya 15 rumah yang sering kali terjejas akibat banjir kilat setiap tahun kerana dibina berhampiran Sungai Air Itam.

Menurut maklumat daripada penduduk, kerugian mencecah RM5,000 bagi setiap sebuah rumah apabila berlakunya banjir kilat dan pada tahun ini hanya RM1,000 sahaja kerugian dilaporkan berikutan banjir kilat yang kurang teruk.

Pada 8 Julai 2009, hujan lebat yang bermula sejak jam 6 petang menjejaskan beberapa kawasan dalam Air Itam termasuk, Kampung Masjid Jalan Zoo, Taman Thean Theik dan Masjid Negeri.

Sementara itu, Mohd Fadzli berkata, terdapat dua projek yang dijalankan JPS bermula pada 2008 untuk mencegah masalah banjir di kawasan Air Itam.

Katanya, antara projek berkenaan ialah projek meluruskan tebing sungai untuk membenarkan air sungai berjalan lebih laju dan kedua ialah projek membina tembok parit Lumba Kuda.

“Setakat ini projek tersebut masih belum siap namun ia sedikit sebanyak mengurangkan masalah banjir berkenaan,” katanya.

Hon Wai juga memaklumkan beliau dan JPS akan berbincang pelbagai langkah lain untuk mengelakkan kejadian banjir lebih kerap berlaku.

Antaranya ialah mendalamkan kawasan sungai serta melebarkan tebing-tebing supaya dapat menampung lebihan air apabila berlakunya hujan lebat.

Hon Wai selaku ADUN kawasan juga menasihatkan agar penduduk Air Itam memberi kerjasama di antara satu sama lain bagi menyelamatkan harta jiran sekiranya didapati jiran mereka tiada di rumah apabila banjir kilat.
